Sheila Conway, Ph.D.

With more than 20 years of experience in socio-economic, fiscal, and environmental impact analysis, Sheila Conway, Ph.D. serves as managing partner of Urban Environmental Research, LLC. In addition to overseeing the company’s Las Vegas offices, Conway is responsible for managing and growing the woman-owned firm, which provides strategic planning and socio-economic and environmental impact assessment for private and public entities.

On a daily basis, Conway researches and prepares comprehensive property value analysis, regulatory analysis and compliance planning and risk management, as well as communication and training for complex environmental projects and issues in Southern Nevada and the Western United States.

Prior to joining UER, Conway served as executive director of the Colorado Center for Environmental Management in Denver, where she oversaw the building of a 501c(3) non-profit public/private partnership to demonstrate and commercialize new environmental techniques. She previously served as senior project manager for ICF Kaiser Engineers in Edison, NJ, where she was responsible for building the company’s first regional office from two people to 20, and increasing revenues by more than 350 percent.

Conway earned her BA in geography from University of South Florida and her MA in geography and her doctorate in Environmental Planning and Design from Arizona State University in Scottsdale. She has authored two books and numerous articles, provided legislative briefings, and spoken at a number of workshops and conferences.

Currently, Conway is a member of the Institute of Business Forecasters, International Institute of Forecasting, International Society for Quality of Life Studies and Balanced Scorecard Collaborative. She also supports the Lupus Foundation of America and the American Heart Association.
 


Alvin Mushkatel, Ph.D.

As partner and principal investigator with Urban Environmental Research, Alvin Mushkatel, Ph.D. is a recognized expert in housing, risk assessment and environmental policy and hazard management.

He has worked in the area of public policy analysis and impact assessment for more than 30 years. He has written more than 150 papers, research articles, monographs and technical reports, as well as completing numerous research studies in the area of emergency response planning and public safety assessments. Dr. Mushkatel also has authored and co-authored several books which include: One Hundred Centuries of Solitude: Redirecting America's High-Level Nuclear Waste Policy and Problems and Prospects for Nuclear Waste Disposal Policy.

Dr. Mushkatel provides specialized consulting to private companies and federal, state, and local public entities in the areas of public safety, emergency management, institutional and regulatory issues, housing and hazard minimization risk assessment. His areas of expertise include fiscal impact assessments, hazards mitigation, program evaluation, land use policy and smart growth, and housing.

Dr. Mushkatel has served on more than a dozen National Academy of Science/National Research Council committees that have investigated issues surrounding the destruction of chemical weapons and various management aspects of the nation’s radioactive waste program. He also has served on numerous state and local advisory committees, and several federal blue ribbon commissions. He is or has been a member of the American Political Science Association, the Society for Risk Analysis, American Society of Public Administration, Western Political Science Association, American Planning Association, and the Earthquake Engineering Research Institute.
