
Paul Washeba is a hands-on business leader, overseeing UER’s daily operations. He has expertise in developing and executing strategic business initiatives and leading organizations to achieve profitable results. He has been recognized for mapping business direction, service delivery and enabling revenue growth for various Fortune 500 firms.
Washeba has extensive expertise formulating and executing business operations strategies surrounding workflow, security, regulatory compliance, IT governance, quality assurance and project management. His wide-ranging background spans mature and high-growth companies, corporate reorganizations and those with budget challenges.
He has been a speaker at various national and international conferences discussing business forecasting, management, impact assessment and public outreach strategies.

Ron Cameron's 40 years of experience in planning and organizational development include a 27-year career as a United States Army officer, where he served in increasing positions of responsibility in the fields of aviation, strategic resource planning, organizational development, and academics.
For UER, he assists in the creation of strategic plans and the facilitation of numerous public and private organizations through organizational performance improvement and program management.

Mike Pierson has over 30 years of experience in state and local governments, and has worked in both the finance and insurance industries. As a manager in county government, he brought regional and local agencies together to create better and more efficient community services. He has a knack for the throrough design and implementation of inter-local agreements, strategic and operational plans and process improvements.
His areas of expertise include public outreach, water resource management, development of inter-local agreements, facilitation of diverse political issues, emergency response planning, environmental resource management, human resources management, financial management and law enforcement.
Education:
Mike holds undergraduate and graduate degrees from both UNR and UNLV in Resource Management and Public Administration, respectively.

Bob Hulshouser serves as Director of Risk Management in such disciplines as enterprise security risk management, business continuity planning, organizational resilience, corporate security strategies, and critical infrastructure protection. Bob has over thirty years service in senior security management positions within the utility sector to include water, electric, natural gas, and nuclear power generation. Bob serves as a member and recognized leader in the FBI sponsored InfraGard program for private/public partnering in critical infrastructure matters. He is past chairman of the Natural Gas Security Committee, American Gas Association and has served ASIS International as a member of the Board of Directors and as its Foundation President. Bob is past chair of the ASIS Utilities Security Council and the former Privacy and Personnel Management Committee. He is the founding Chairman of the ASIS Critical Infrastructure Working Group, and is a member of the Chief Security Officer (CSO) Roundtable. He has been interviewed for numerous publications and has presented internationally, to include Switzerland, Estonia, Germany, France, Bahrain, United Kingdom, Sweden, and the Russian Federation. He is a contributing author to the Encyclopedia of Security Management and an acknowledged contributor to the Introduction to Emergency Management. Bob has a Master of Arts degree from Pacific Lutheran University, Tacoma, Washington and a Bachelor of Arts Degree from Ripon College, Wisconsin. He is retired from the U.S. Army Reserves as a Lieutenant Colonel, and is a Vietnam veteran.

Jeffrey L. Nelson serves as a Director of Public Safety / Homeland Security for Urban Environmental Research where he oversees all assessments of Critical Infrastructure for Nevada’s State Critical Infrastructure Protection plan – Silver Shield.
Nelson has a total of 27 years of Law Enforcement experience with two different Law Enforcement agencies in New York State. Nelson served 22 years of his career with the Chautauqua County Sheriff’s Office and 5 years with the Town of Ellicott Police Department. While at the Sheriff’s Office he served 9 years in the Uniform Patrol Division and 13 years in the Criminal Investigation Division. His duties included 10 years as a Narcotics Officer and 16 years as a SWAT Team member. Nelson was also a Firearms Instructor and Physical Fitness Instructor at the Sheriff’s Academy.
Nelson holds a Degree in Criminal Justice from the Jamestown Community College which is located in New York State.

Adam is a 31-year veteran of the Las Vegas Metropolitan Police Department, including seven years in the Uniform Patrol Bureau and 22 years in the Special Weapons and Tactics Section. Within this unit, he served in every capacity: Explosive Breacher, Counter Sniper, Assistant Team Leader, and Training Coordinator. He was the first certified Explosive Breacher for the unit and was instrumental in forming the first Explosive Breacher element of the unit, greatly enhancing Metro’s hostage rescue capabilities.
He has also had over 20 years of experience in Dignitary Protection with Metro and the United States Secret Service.
Fred holds a BA Degree in Political Science from the University of Nevada Las Vegas.

Jim Cavalieri spent over twenty years at the rank of Fire Fighter, Fire Fighter Paramedic, Captain, Deputy Chief, finally retiring as Fire Chief in 2008.
As Fire Chief, Jim oversaw a budget of over 30 million dollars and partnered with developers to build and provide equipment for fire stations located in master-planned communities. During his tenure in fire administration, the department saw explosive growth—doubling in size while maintaining excellent service to the community.

Steve Hermann recently retired as the Hazardous Materials Coordinator for the Arizona DPS, where he supervised investigation of over 120 serious hazardous materials highway and rail incidents. He has published 130 related articles in major police, fire, and environmental magazines and authored three books on hazardous materials transportation.
Hermann is a Senior Executive Fellow of the John F. Kennedy School of Government, Harvard University and a retired Chemical Corps Colonel from the U.S. Army Reserve. He is DHS Certified Level V. Qualified as a hazardous materials expert witness in Superior Court and U.S. District Court, he has testified before subcommittees of both the U.S. House of Representatives and the U.S. Senate, and before committees of both the House and Senate of the Arizona State Legislature.
He has taught at Scottsdale Community College, Arizona and guest lectured for various federal agencies, national boards and academies. He is a member of U.S. DOE’s Waste Isolation Pilot Plant Technical Advisory Group.

Miranda Jennings joined Urban Environmental Research in October of 2010 as a Research Analyst and is now a Supervisor. Prior to joining Urban Environmental Research, Miranda served as a Technical Analyst for the Clark County School District providing security analysis for the schools. Prior to this she served as the Emergency Planning Coordinator for the University of Nevada, Las Vegas providing emergency response plans, preparedness activities and CPR/AED certification to all campuses (Maryland Parkway, Paradise Campus and the School of Dental Medicine) as well as Nevada State College.
Miranda earned her Bachelor of Science degree in Business Administration with an emphasis in Management and a minor in Economics from Park University in Parkville, Missouri. She also earned her Masters of Public Affairs from Park University with an emphasis in Disaster and Emergency Management and a minor in Public Management.
Miranda also currently serves as the Survivor Recognition Chair for the Susan G. Komen Race for the Cure; she has served in this capacity since 2006.

Chief Ken Riddle has over 30 years of experience in EMS and fire services, having recently retired from the Las Vegas Department of Fire & Rescue. He served as the Assistant Fire Chief and the Deputy Fire Chief of every division, including the Operations Division, Emergency Medical Services Division, Support Services Division and the Fire Prevention Division, where he served as the Fire Marshal. He designed and developed several major programs, including an ambulance transport program for the Department.
Ken has two AAS degrees, one in fire service management and the other in fire science technology. He is a graduate of the National Fire Academy’s Executive Fire Officer Program.

Bob has 25 years experience as a special agent of the Federal Bureau of Investigation. He specialized in foreign counter-intelligence covert operations and organized crime investigations.
After retirement, he was employed as a senior investigator for a major Northeast electric and gas utility, specializing in site assessments and investigations at a nuclear power facility. He then moved on to a position of Director of Security for a Fortune 500 company with responsibilities for a complex of 110 buildings housing 30,000 residents. During this time, he designed and supervised the installation of an $11 million security system with over 460 cameras and a state-of-the-art access control system.

Douglas A. Webb serves as a senior project manager for Urban Environmental Research where he conducts assessments of Critical Infrastructure for Nevada’s State Critical Infrastructure Protection plan – Silver Shield.
Mr. Webb has over 25 years of experience in geology, environmental engineering, environmental investigation, remediation, and construction management fields. Mr. Webb’s experience also includes program and project management for the U.S. Air Force Center for Environmental Excellence (AFCEE) and the U.S. Army Corps of Engineers (USACE) Omaha and Kansas City Districts. Mr. Webb has managed offices for small and large corporations and has been responsible for all aspects of office performance.
Mr. Webb was appointed by the Governor of the State of Nevada to the State Emergency Response Commission in 2002. He was re-appointed in 2006 and 2010 and is currently on the commission. Mr. Webb obtained a Bachelor of Science Degree from the University of Nevada at Las Vegas in 1985.
